Shipping Players Appreciate the Issuance of Ministerial Decree No 82/2017

National shipping players appreciate the issuance of Ministerial Decree No 82/2017, saying this proves the government serious commitment to support the national shipping company and as a milestone in the implementation of the long-awaited realization of the beyond cabotage dream.

The Minister of Trade has just launched a Ministerial Decree No 82/2017 on the use of national shipping company and national insurance in the shipment of certain export/import commodities. The article 3 of the decree says that the shipment of coal and CPO (crude palm oil) should use the fleet of national shipping company. The decree is expected to be effective in April next year.

Some contacted sources from national shipping companies appreciate such decree, hailing the Minister of Trade Enggartiasto Lukita as the one who is pro with the national shipping industry.

“Thumb up for this minister. Finally, the government proved its commitment,” said Djoni Sutji, a national shipping player.

Carmelita Hartoto echoes the view, saying the Indonesia shipping community via Indonesia National Shipping Association (INSA) has several times called for such policy. “Thanks to the Minister. We have called this policy since years ago,” she said.

Asmari Herry meanwhile call for further explanation of the regulation. He takes an example of the use of charter vessels flagged foreign. However, he still sent his appreciation for it.

Carmelita further explained that this decree needs a further elaboration from some technical regulation from the related directorate in the ministry. However, she called for support from any parties to keep eyes on the implementation of this decree.

Earlier, Ministry of Trade’s Director General for Foreign Trade Oke Nurwan said that this decree is meant to build up national shipping industry competitiveness.

According to 2016 data, national shipping lines market share in Indonesia’s export import trade was very low, reaching only 6.4% of the total market. The foreign shipping companies still dominated, reaching 93.6%.
