​CFS or Container Freight Station Center is a cargo consolidation Center that started to operate on November 20th 2017. CFS is a storage facility for imported container goods with Less than Container Load (LCL) status which still under customs control. Ports services in Tanjung Priok Ports become faster, more efficient, more transparent, and more in order since CFS Center starting its operation, with the disappearance of illegal fees in ports. According to maritime observers and lecturers of ITS Surabaya, Saut Gurning, CFS have a positive impact on import business, especially on LCL cargo. According to the data from Ministry of Transportation, 80% of the total container used for shipping doesn’t meet the required standards. Those container are used in shipping for export import and the domestic shipping. Only 20% of all container used are meeting the required standards. The data that presented by Chief of Tanjung Priok Port Authority, Hermanta, came from a survey that was being conducted in 2014 to 2015. BKI Loses Exclusive Rights on Container’s Condition Inspection and Gross Mass Verification

Ministry of Transportation regulation Number 53 Year 2018 which regulates about The Properness of Container and Verified Gross Mass is in socialization period. This regulation is active since June 7th 2018 caused PT Biro Klasifikasi Indonesia (BKI) loses its exclusive rights as inspector and verifier on container condition and verified gross mass. Private parties now can become surveyor who verified and inspect the container. But they will only be able to do that starting from January 2019. In the 6 months period of socialization, the government hopes the private parties to understand better about the regulation and requirements needed to become surveyor. ​Ministry of Transportation of Indonesia conduct a survey in 2014 to 2015 which resulted in the discovery of 80% container used in many ports in Indonesia is not in proper condition. Reported from oceanweek.co.id, ​to prevent the shipment being rejected by destination port, Directorate General of Sea Transportation formulate new regulation to regulate the standardization of container. Hermanta, the Chief of Tanjung Priok Port Authority said that the formulated regulation is officially set in the Ministry of Transportation Regulation number 53/2018. The container standardization regulated in the Ministerial Regulation will refer to International Convention for Safe Container (CSC) set by International Maritime Organization (IMO).
