ISBA Ready to Guide and Supervise Shipbrokers Operation in Indonesia

Indonesian Shipbrokers’ Association (ISBA) is ready to guide and facilitate the operation of shipbrokers doing business within the country. In addition, this association is also ready to support the government to supervise their (shipbrokers) operation, thus guaranteeing them to work professional and responsible to reduce national logistics costs as expected by Government Regulation no. 31/2021 and Regulation of the Minister of Transportation No. 12/2021.

Established in 2002, ISBA has actually proved its key role Indonesia’s shipping industry growth. Deavy Aron Sinambela, ISBA Chairman, explained that this association has been actively involved in preparing some shipping related regulations, including joining the Working Groups for preparing the draft Presidential Instruction No 05/2005, the Shipping Bill No 17/2008, and Law 11/2020 on Job Creation.

ISBA also actively provided inputs for those laws’ manual implementation regulations, including the Government Regulation No 31/2021 the Regulation of the Minister of Transportation (Permenhub) No. 12/2021 concerning Standards for Business Activities and Products in the Implementation of Risk-Based Business Licensing in the Transportation Sector which also regulates ‘Intermediary Companies for buying and selling and/or chartering vessels.

The Association appreciates the Ministry of Transportation for finally issuing the Permenhub which shipbroker practitioners have been waiting for since the end of 1969.

According to ISBA, shipbrokers can potentially contribute to increasing national logistics costs. By acting as operators, shipbrokers can increase vessel charter fees.

Eventhough,  referring to the Permenhub No. 12/2021, Rheinhard Lumban Tobing, Chairman of the ISBA Advisory Council and also one of the founders of the association, explained that the shipbroker is as an intermediary service for buying and selling and/or chartering vessels, namely activities aimed at all those related to the intermediary of buying and selling new vessels, used vessels or wrecked vessels between the seller and the buyer and/or chartering vessels between the ship owners and ship charterer.

In a kick-off meeting with association members and virtual “Voyage Chartering” training on August 11, Deavy Aron Sinambela added that following the issuance of Permenhub No. 12/2021, ISBA is also ready to carry out the Government’s mandate in improving the skills and/or competence of human resources in this sector. Through some education and training activities, ISBA is ready to improve human resources competence and skills in the field of intermediary buying and selling and/or chartering of ships organized in accordance with the provisions of laws and regulations.

Hopefully, through competency training, in addition to international standard chartering and sale & purchase training such as Bimco and ICS, shipbrokers can work professionally.
