HR Competence A Key for Supply Chain, Industry Growth

Human resources competence remains a key role in encouraging the progress of national logistics and supply chains, Indonesia Logistics and Forwarders’ Association ALFI has said.

“We strongly believe that human resources are the key to logistics and supply chains, therefore ALFI will continue to focus on this as a form of our responsibility for the advancement of the industry,” said ALFI Chairman Yukki Nugrahawan Hanafi.

In addition, to make efficiency and effectiveness of logistics and supply chain, Yukki said,  adapting to changes or transformations in the logistics and supply chain sector requires creative thinking and making new innovations/breakthroughs.

Yukki reminded, in accordance with Presidential Regulation (Perpres) No. 26 of 2012 concerning the Blueprint for the Development of the National Logistics System (Sislognas), competent and professional human resources, from operational to managerial levels, are one of the keys to driving national logistics improvements.

In addition, he added, human resource development is also in line with Government Regulation (PP) No. 83 of 2019 which states that companies engaged in services must have competent technical personnel as evidenced by a certificate of competence.

Yukki explained that qualified human resources have a vital role to play because there are many activities in the logistics and supply chain processes, starting from the origin of goods (upstream) to the final consumer (downstream).

“So, we (ALFI) have been pushing for improving the quality of logistics and supply chain human resources in the country through the ALFI Institute which has collaborated with various parties, ranging from public and private universities, educational institutions or polytechnics, private companies. as well as SOEs to the national logistics business community in accommodating the improvement of the quality of logistics and supply chain human resources,” he said.

Yukki added, ALFI also collaborated with the Indonesian Trucking Association (Aptrindo) and the Indonesian Container Depot Association (Asdeki) to form the Insan Prima Logistics Professional Certification Agency (LSP)/LIP as an independent certification body.

Previously, the Coordinating Ministry for the Economy, the National Professional Certification Agency (BNSP), the Ministry of National Development Planning/Bappenas, the Ministry of Manpower, the Ministry of Education and Culture, and the Indonesian Chamber of Commerce and Industry agreed to ratify the National Occupational Map for Logistics and Supply Chain which was witnessed by representatives from associations in the logistics sector as well as representatives logistics players from the manufacturing industry.

The occupational map is expected to be a national reference for Ministries/technical institutions in the preparation of the Indonesian National Work Competency Standards (SKKNI) in the logistics sector, as well as the business world in developing professional careers for logistics and supply chain HR as well as competency-based HR planning/recruitment processes.

In addition, it is intended for educational and training institutions in curriculum development and learning processes to produce outputs according to industry needs, as well as Professional Certification Institutions (LSP) in developing certification schemes that will be used as a reference for compiling competency test materials, providing assessors, and conduct assessments.

This national occupational map was prepared by involving stakeholders consisting of manufacturing companies, business associations, logistics service providers, academics, training and certification institutions.

The national occupational map is expected to provide information on job positions in the logistics and supply chain, as an instrument and source of information to support the link and match process between the vocational education and training curriculum and the skills needed by the industry.

This is then stated in the form of the Indonesian National Work Competency Standards (SKKNI) in the Logistics Sector, and can be the basis for the formulation of the Indonesian National Qualifications Framework (KKNI) in the logistics sector.
