Indonesia’s state-owned port operator PT Pelabuhan Indonesia (Pelindo) has received operational permits for 17 ports under its Regional 4 division, marking a key step in aligning regulatory compliance following the company’s 2021 merger.
The Ministry of Transportation handed over the permits to Pelindo management during a ceremony in Yogyakarta, in what the company described as part of a broader effort to improve service quality, operational performance and safety across its eastern Indonesia terminals.
Pelindo Regional 4 Executive Director Abdul Azis said the 2025 licensing process continues the extensive permit renewal required after Pelindo consolidated four regional operators into a single entity in October 2021. The merger reshaped organizational structures and business lines, prompting wide-ranging adjustments to operational licenses.
“This licensing adjustment demonstrates Pelindo’s compliance as a Port Business Entity in meeting all aspects of operational legality,” Azis said. “We ensure that all port management and service activities comply with government regulations and standards.”

Of the 20 operational permits submitted by Pelindo Regional 4 for 2025, 17 have been issued and three remain under review.
The company expressed appreciation to the Ministry of Transportation’s Port Directorate, especially Sub-Directorates IV and V, for support during verification, evaluation and approval stages.
Pelindo Regional 4’s Head of Operations, Yusida M. Palesang, said close coordination with the ministry, the Port Authority Offices (KSOP), and other stakeholders was essential to completing the licensing process.
“We are very grateful to the entire Port Directorate team and the KSOP heads for their assistance. Most of our permit applications—both operating permits and dedicated terminal permits—have been approved. This reflects strong collaboration and our shared commitment to elevating port service quality,” Yusida said.
During the ceremony, the Ministry of Transportation’s Director of Ports and several KSOP heads symbolically presented the decrees to Pelindo executives from multiple regions.
Strengthening Safety and Operational Performance
Pelindo said the newly issued permits provide operational certainty that supports higher loading and unloading efficiency, improved safety performance, clearer regulatory guidelines for service users, better alignment of facilities with commodity types, and stronger competitiveness for ports in eastern Indonesia.

Azis said Pelindo will continue to prioritize compliance as it develops its infrastructure.
“We hope the Ministry of Transportation will continue to support our efforts so that all our port services fully comply with existing regulations. Pelindo remains committed to maintaining operational integrity and delivering the best service to our customers,” he said.
With the wave of permit issuances this year, Pelindo Regional 4 aims to enhance customer experience, strengthen safety standards, optimize terminal capabilities based on commodity needs and advance the development of modern, internationally aligned port operations.
The event was attended by officials from the Ministry of Transportation’s Port Directorate, Pelindo executive directors, subholding operations directors, KSOP heads and Pelindo’s regional general managers.
