Tanjung Perak Tests New Anchorage System to Cut Waiting Times

Port Authority (KSOP) Tanjung Perak and PT Terminal Teluk Lamong (TTL) have begun testing a new anchorage management system at Tanjung Perak Port aimed at reducing vessel waiting times and improving the efficiency of port services.

The trial, conducted on Thursday at Nilam Container Terminal (TPK Nilam), is part of the implementation of the Express Anchorage Zone Service (EAZI), an integrated ship traffic management system designed to improve scheduling, navigation safety and operational coordination at the port.

The pilot project will also be implemented at Berlian Container Terminal (TPK Berlian), both operated under PT Terminal Teluk Lamong.

Under the new system, vessels bound for TPK Nilam and TPK Berlian — particularly ships above 4,000 gross tonnage and with a maximum length overall (LOA) of up to 150 meters — are directed to designated anchorage points based on an integrated scheduling system, instead of waiting in outer anchorage areas.

The process is supported by the Inaportnet digital platform, which is integrated with the Perak Extended Portal operated by the Tanjung Perak Port Authority and the Phinisi system operated by PT Pelindo. The integration allows more coordinated planning of vessel arrivals and berthing schedules.

Port authorities said the system is expected to reduce vessel waiting times from an average of four to six hours to around two hours or less, while also easing congestion in shipping lanes and improving navigational safety.

The MV Minas Baru, a domestic cargo vessel, was selected for the initial trial to test the effectiveness of the system under operational conditions.

According to the trial timeline, the vessel arrived in the Karang Jamuang area at 11:35 a.m. local time before moving to the EAZI Zone 2 anchorage point and dropping anchor at 1:42 p.m. while waiting for berth availability. The vessel remained at anchor for around one hour before beginning its berthing maneuver at 3:50 p.m.

The trial was conducted while another vessel, KM Tanto Luas, was completing loading and unloading operations at the terminal.

Head of the Tanjung Perak Port Authority Office Agustinus Maun said the EAZI trial demonstrated improvements in vessel traffic management and operational efficiency at the port.

“The EAZI service program has proven effective in improving vessel plotting regularity and increasing the effectiveness of ship services at Tanjung Perak Port,” Agustinus said.

He added that coordination between the port authority, pilot services, vessel traffic services (VTS), and PT Terminal Teluk Lamong had contributed to smoother port operations under established standard operating procedures.

Retno Pujianto, terminal head of TPK Nilam, said the trial marked an important step in the modernization of port services.

“The restructuring of anchorage zones not only improves operational efficiency but also strengthens safety and service assurance for port users,” Retno said.

The EAZI trial reflects broader efforts by Indonesian port operators and regulators to improve logistics efficiency and strengthen the competitiveness of the national maritime sector.

Authorities said further evaluations would be carried out before the system is fully implemented as a standard anchorage management model at major Indonesian ports.
