The flyover connecting the multipurpose terminal ‘Terminal Teluk Lamong’ Surabaya has just in operation, following its official launch this week (Friday, September 20). This long-waited flyover is expected to shorten truck’s trip time to/from the terminal, not to mention its multiplier effects to unlock the traffic jam bottlenecks at the arterial roads around the terminal.
The Flyover Teluk Lamong worth Rp 1.8 trillion is a part of Pelindo’s Corporate Social Responsibility (CSR) on the development of Terminal Teluk Lamong which has been in operation since 2014. Further, this flyover remains a key infrastructure for supporting fluent flow of goods to/from Terminal Teluk Lamong (TTL).
The flyover is expected to create a logistics efficiency, explained PT Pelabuhan Indonesia (Pelindo) Managing Director Putut Sri Muljanto. This means that the flow of trucks to/from the terminal will be faster, while the cost will be cheaper.
“Surely, this flyover will create an efficiency, both in time trip and logistics cost to and from Terminal Teluk Lamong,” Putut said on the sideline of the inauguration of the flyover first operation on Friday, September 20, 2024.
Echoing the view, Pelindo Investment Director Boy Rubyanto underlines that this flyover remains a national strategic project. “This flyover is actually an assignment from central government and a national strategic project to support national logistics efficiency,” Boy said in his remark speech for the flyover inauguration.
Boy confirmed the flyover construction had been completed since two years ago. However, it had to wait for issuance of its construction worthiness certificate from City Government of Surabaya.
“Thanks to Government of Surabaya that has issued this certificate. And, here we are, to officially launch the first operation of this flyover,” Boy delivered Pelindo’s appreciation to Surabaya Major Eri Cahyadi who led the flyover inauguration on Friday, September 20, 2024.
He expects this infrastructure can make logistics distribution from and to Surabaya more efficient, especially through the TTL.

Encouraging Industry, Local Economy
The first operation of Teluk Lamong Flyover, which was built in 2019 and completed in June 2021, was officially inaugurated by the Major of Surabaya Eri Cahyadi and some top executives from Pelindo Group, including Pelindo Investment Director Boy Rubiyanto, Pelindo Managing Director Putut Sri Muljanto, Pelindo Regional 3 Executive Director Ali Sadikin, and TTL President Director David P Sirait.
The inauguration was also witnessed by related institutions and representatives from business associations, such as Head of Tanjung Perak Harbour Master and Port Authority (KSOP) Agustinus Maun, Head of Tanjung Perak Class I Navigation Agustono, Chairman of Indonesia National Shipowners’ Association (INSA) Surabaya Stenven H Lesawengan, Chairman of Indonesia Trucking Companies’ Association (Aptrindo) Surabaya Sundoro, and some port user executives.
This ceremony was marked by the symbolism of 5 container trucks crossing the Teluk Lamong Terminal Flyover as a sign that the connecting road access between the Teluk Lamong Terminal port area and the Surabaya West Outer Ring Road (JLLB) had been opened and operated.
On his remark speech for the inauguration Mayor of Surabaya Eri Cahyadi explained that this access is very useful for connectivity in the West Surabaya area, especially since this route directly connects to JLLB, Romokalisari 2 Toll Road and direct access to the Gelora Bung Tomo Stadium (GBT). This is in line with the development of the West Surabaya area and it will bring a lot of benefits to the community.
“Thanks to Pelindo for building this flyover. I am sure this will not only provide benefits to port services but to boost economy growth to surrounding community, and Surabaya and East Java economy in general,” said Eri.
Eri underlined that this flyover is not only economically beneficial to port operations but also a solution for smooth traffic access for the people of Surabaya.
This flyover it is expected to drive economic growth in the surrounding area because the flow of trade is faster and more efficient. In addition, this fly over will encourage Pelindo to do additional investment at the port side, thus boosting trade from the city and province.
“Hopefully, this flyover will encourage Pelindo to do further expansion or add more port facilities in Surabaya,” said Eri, adding that the city government would be ready to build collaboration, including to organize truck parking areas.
Boy confirmed the benefits this flyover would bring with, saying: “From the beginning of the construction, our focus has not only been on improving port operational services, but more than that. This access must bring direct benefits to the surrounding community.”

Boosting Terminal Productivity
For Terminal Teluk Lamong, the operation of this flyover is very crucial in supporting fluent flow of goods and efficient services, thus triggering higher productivity.
“Surely, this flyover will help our better operational performance and will help to increase our market share,” said David, admitting that the logjam outside the port has been a bottleneck to the terminal.
“This is a key solution to this terminal. And, I am sure this will help to support a significant growth of throughput at our terminal,” David said, adding following the transformation this terminal has been doing in the last years, both ship calls and throughput has been increasing significantly.
For this the second biggest terminal in Tanjung Perak in view of throughput, longer waiting time due to big waves within the channel and basin is not a problem anymore. Since last year, this terminal has achieved a zero-waiting time, thanks some smart strategies this terminal has done in overcoming the natural problem of big wave.
“We have improved our operational system at the terminal and our strategies at the sea side. And now, this flyover has been in operation and it will unlock our bottlenecks at the land side access. And, I am very optimistic that our terminal operation will be more and more efficient, boosting our productivity,” said David.
With its throughput of more than 850,000 TEUs of containerized cargo and 3.5 million ton of bulk cargoes per annum, Terminal Teluk Lamong has become one of the leading terminals in Tanjung Perak.
“With the existing trend and continuous improvement in infrastructure and facilities, including this flyover, we are very optimistic with the future market growth of this terminal,” said David.
Trucking Efficiency 75%
Trucking companies doing business in Surabaya, East Java, welcomed the operation of this flyover which connects the Teluk Lamong Terminal (TTL) with the industrial area (hinterland) in East Java, and specifically the industry around the city of Surabaya. The flyover, in addition to cutting time (truck trip time) and costs, is also able to trigger economic growth in the surrounding area.

Chairman of Indonesia Trucking Companies’ Association for East Java (Aptrindo Jatim) Sundoro and General Secretary Arif Tejo, explained that this flyover is able to provide time efficiency of up to 75%. This means that the time taken by trucks from the industrial area (hinterland) of East Java to TTL can be reduced from more than 1.5 hours to around 30 minutes.
“Time efficiency will definitely occur with the operation of the flyover. However, we are still calculating the efficiency of trucking costs due to the flyover,” said Arif Tejo.
Echoing the view Sundoro underlined that the flyover can reduce congestion connecting existing access (arterial) on Jalan di Romo Kalusari, Jalan Oso Wilangun, Jalan Kalianak, and Jalan Margomulo. “Those passing through the arterial access so far to Teluk Lamong are probably 90% of total trucks. So, this flyover can reduce travel time (efficiency) for trucking,” said Sundoro.
