The Indonesia Stevedoring Companies’ Association APBMI continues to strive for and guarantee all its members PBM existence to provide jobs in line with the government regulation PM 59/2021 on Related Businesses of Water Transportation.
According to the regulation of PM 59/2021, port operators BUP are allowed to self-handle works of container loading/unloading, loading/unloading of dry bulk using conveyors, piping-system liquid bulk, and roll on-roll off (Roro). But, the works of loading and unloading at conventional and multi-purpose terminals should involve stevedoring companies.
“We (APBMI) again remind government and port operators to involve us (stevedoring companies) as stated in the regulation of PM 59/2021. The PM has clearly and explicitly stated the works that should be executed by PBM,” APBMI Chairman Juswandi Kristanto noted on his presentation for recent conference of SEA INDONESIA on Wednesday, May 17, 2023.
Juswandi explained that there are 1,678 stevedoring companies spreading out nationwide and hundred thousands of jobs to employees. “In view of this, we expect the government and port operators (especially state port operator PT Pelindo) to be fair. Involving stevedoring companies means giving jobs to thousands of employees. Moreover, the regulation has stated so,” Juswandi said.
Juswandi reiterated that the PM 59/2021 has clearly stated it. BUP (Pelindo) is engaged in loading and unloading of containers, dry bulk via conveyor, liquid bulk through pipelines and roll on-roll off (Roro). Loading and unloading work on conventional and multi-purpose terminals is PBM’s work through mutually beneficial business to business (B to B) cooperation with BUP.
But, the fact, in which port operator also handles loading unloading at conventional and multipurpose terminals, has threatened PBM to lost jobs.
APBMI, Juswandi said, has continuously built synergy with port operators to guarantee PBM to get the jobs, including with Pelindo. Even, APBMI has signed an MoU in October 2022.
But unfortunately, the manual implementation of the MoU which should have been included in the PKS (cooperation agreement) text has not been realized until now.
Juswandi again called for the government good will, otherwise tens of thousands of workers will be laid off, if PBM collapses.
