Pelindo Affirms Partnership Continuation Without Concession Fees from PBM

State port operator PT Pelabuhan Indonesia (Pelindo) has officially signed a continuation of its partnership with the Stevedoring Company (PBM). This signing took place during the 2024 National Working Meeting (Rakernas) of the Indonesian Stevedoring Company Association (APBMI) held in Bali on November 1, 2024.

In his remarks on the partnership continuation, Pelindo’s Managing Director Putut Sri Mulyanto emphasized the importance of adhering to applicable laws and regulations. He urged for prioritizing communication and synergy to foster mutual growth between Pelindo and PBM.

“Let’s grow together,” he stated. “Synergy has already been established in Jakarta, and we should continue this as long as it complies with the law. Success should not be sought at the expense of others; we need to create win-win solutions.”

Putut firmly requested that PBM not be charged concession fees, clarifying that concessions are the responsibility of Pelindo, as they are the ones who signed the concession agreement.

“PBM should not incur concession fees because the agreement is between Pelindo and the authorities,” he said.

He added, “A single concession object should not be charged more than once. If there are fees related to supervision of dangerous goods by KSOP, that is a separate matter,” which was met with enthusiastic applause from the attendees.

Putut also addressed the need for improved occupational safety management (K3) in light of 24/7 operations at the port. He noted that some PBMs still have not optimized their K3 implementations, which adversely affects Pelindo’s performance. “We are still on the red list regarding K3, even though the loading and unloading activities are carried out by PBM,” he explained.

APBMI Chairman Juswandi Kristanto praised the collaboration with Pelindo, recognizing it as vital for fostering positive partnerships. “Today, we will once again sign an MoU to strengthen our synergy and cooperation with Pelindo. The theme of this Rakernas, ‘United We Strong, Together We Grow,’ encapsulates our collective goals. I would like to add: Together We fight for Our Common Prosperity,” Juswandi concluded.

Also present were leaders from various associations, including the Indonesian National Importers Association (GINSI), the Indonesian Sea Transportation Service User Council (Depalindo), and the Indonesian Container Depot Association (ASDEKI).

Government Calls for Enhanced Synergy

The 2024 APBMI National Working Meeting, themed ‘United We Strong, Together We Grow,’ was opened by Capt. Antoni Arif Priadi, Director General of Sea Transportation at the Ministry of Transportation (Kemenhub).

In his opening remarks, Antoni highlighted the government’s encouragement for stevedoring companies to align with its new vision for the transportation, logistics, and maritime sectors. He stressed the need for synergy among stevedoring companies and stakeholders, including government bodies, port authorities, and port operators.

“The theme of this Rakernas resonates with the new government’s spirit of fostering synergy to achieve its vision,” he stated. Antoni assured attendees of the Ministry’s commitment to support the President’s transportation objectives, having developed a work plan aligned with the Vision of Golden Indonesia 2045.

“To achieve our goals, we invite all stevedoring companies to enhance connectivity and integration within the transportation sector,” he urged, also calling on APBMI to support governance improvements and human resource development, while recognizing the importance of environmental issues.

In response, Capt. Suwondo, Chairman of the 2024 Rakernas Organizing Committee, expressed hope that all participants would understand the significance of the Director General’s message for their stevedoring activities.
