INSA Jaya Calls on Inaportnet to Strengthen VTS Reporting, Accelerate Single Billing

Indonesian National Shipowners’ Association Chapter Jakarta (INSA Jaya) is urging a greater utilization of Inaportnet, an internet-based electronic ship service system, to enhance Vessel Traffic Service (VTS) reporting.

This issue was a key topic during a coordination and synchronization meeting held on Wednesday, February 19, 2024, between INSA Jaya, the Directorate of Navigation, Navigation District, Indonesia National Single Window (INSW), and Tanjung Priok Port Authority and Harbor Master’s Office (KSU Tanjung Priok).

INSA Jaya also stressed the need for accelerating the implementation of the Single Billing system.

The meeting focused on improving ship reporting within the Tanjung Priok Port area, aiming to boost both shipping safety and vessel security.

A key point discussed was the role of the Inaportnet application, which is expected to support the Navigation District in accessing integrated ship data for more efficient reporting. The implementation of the Single Billing system at Tanjung Priok Port was also highlighted as a means of improving shipping service efficiency.

Mr. Erwin, a representative from INSW, shared that Single Billing has already been successfully implemented at nine ports across Indonesia. However, at Tanjung Priok Port, the system encountered challenges after an initial success in May 2024, due to issues with the SIMOLI application used by the Navigation District. To address this, reintegration efforts are underway and will soon be tested on a dummy basis with INSW to ensure the smooth rollout of the system.

INSA Jaya also encouraged the Traffic Directorate to grant the Tanjung Priok Navigation District access to the Inaportnet application, eliminating the need for shipping agents to make duplicate reports.

This request was presented by INSA Jaya Secretary Moh. Erwin Y. Zubir to the Head of KSU Tanjung Priok, Mr. Wim Pondang Parulian Hutajulu, SE, M.M.Tr., for further action with the Directorate of Hubla Traffic.

Unfortunately, the representative from the Traffic Directorate did not attend the meeting.

Capt. Budi Mantoro, M.Sc., M.Mar., Director of Navigation, emphasized the critical role of collaboration between regulators and industry stakeholders in advancing a digital-based shipping sector. He highlighted that such cooperation would improve the efficiency of monitoring ship movements, ensure vessel presence, and maintain safety by promoting adherence to VTS reporting protocols.

The meeting was attended by various key stakeholders, including INSA Jaya Deputy Chairman Arwan Selmianto, Director of Navigation Capt. Budi Mantoro, M.Sc., M.Mar., Head of Navigation Hubla Mr. Suyadi, Head of KSU Tanjung Priok Mr. Wim Pondang Parulian Hutajulu, SE, M.M.Tr., INSW Representative Mr. Erwin, Head of the Tanjung Priok Navigation District Mr. Hary Bowo, and representatives from shipping companies affiliated with INSA Jaya.
