Port Authority of Tanjung Priok (OP Priok) puts Ecoport and Single Truck Identity Document (TID) on top priority programs for the next years. These are two key steps expected to encourage this Indonesia’s leading gateway in international trade activities to be more competitive, while on the other hand, these programs can help Indonesia’s logistics more efficient.
“We target to make Priok with a status of green port next year (2021),” Head of Tanjung Priok Port Authority (OP Priok) Dr. Capt Mugen Sartoto said in a media discussion with Maritime Journalists Forum (Forwami) late last week (Friday, November 20).
Developing ecoport program for Tanjung Priok, according to Capt Mugen, is in line with the Decree of Transportation Minister Permenhub No. 51/2015. In addition to create a clean environment within the port, the decree also calls for management of waste from any vessels berthing at any terminals of a port.
In realizing this decree, OP is expected to provide relating facilities for potential pollution prevention and facilities to support a green port status.
In addition to implementing this Permenhub, according to Capt Mugen, adoption of ecoport concept is also meant to make a port more competitive in a global trade. “Ecoport has been a global trend. Almost all leading ports worldwide have adopted this concept. This is to make a port more competitive in global trade,” he said.
“As the main gateway of our (Indonesia) international trade, building Priok competitiveness in global market is a must,” he noted.
Ecoport program (ecoport development), explained Capt Mugen, relates to both sustainable environment development and sustainable economy development that stands on four pillars.
First, it has to meet any requirements of environment regulation (compliance). Second, it has to apply any environment management system, the ISO 14001 for example. Third, guarantee for streamlined and consistent implementation of any environment programs. And, fourth, implementation of green initiatives, meaning that any stakeholders are expected to run any regulations relating environment development.
“We have just set up joint secretariat involving any stakeholders in Tanjung Priok Port. This is a forum concerning any environmental issues,” he said.
“Next year we also target to minimize plastics usage and inventory facilities to minimize pollution at the port,” said Capt Mugen.

Challenges
To realize this program, according to Capt Mugen, is not easy. “The biggest challenge is how to build awareness, both on the aspect of environment protection itself and on the law enforcement relating environment protection,” he said.
Capt Mugen notes that OP Priok will continue to educate the community in general, and the business players within the port in particular, on their awareness on the environment protection and issue of ecoport that can build the port’s competitiveness.
In addition, he admitted some challenges coming from the process of business (trade) itself, including the problem of containers carrying import plastic waste suspected containing hazardous and toxic substances.
As reported earlier, thousands of containers carrying import plastic waste suspected containing hazardous and toxic substances, were arrested at the port. Those containers are originated from several countries, including Australia, Belgium, French, Germany, Greek, Netherland, Slovenia, United States, New Zealand, Hong Kong, and United Kingdom.
The unfinished solution for the case of import plastic waste will halt the realization of the ecoport program, noted Indonesia Maritime, Logistics and Transportation Watch (IMLOW). But, IMLOW appreciates the initiation of ecoport concept for Tanjung Priok.
“This is a complicated issue that need more times for doing coordination among related stakeholders,” Capt Mugen said, admitting it was hard to take option for reexport since getting refusal from some potential destination countries.
Single TID

Single TID Benefits
In addition to ecoport program targeting Tanjung Priok with green port status by 2021, OP Priok is targeting to adopt Single TID for any terminals in Tanjung Priok. This Single TID is expected to overcome traffic jam and congestion within this Indonesia’s busiest port.
Further, this program is expected to make Indonesia’s logistics activities more efficient, thus supporting any logistics and transportation business more competitive in the global market.
Reported that currently, the terminals at Tanjung Priok including Jakarta International Container Terminal (JICT), New Priok Container Terminal (NPCT1), TPK Koja, IPC TPK, and Car Terminal have different TID for each. This means that any trucks doing business at Priok should have TID from these terminals, otherwise they cannot enter to the terminals.
This is inefficient, potentially creating traffic jam and high cost.
“Next, we hope that any trucks doing business in Tanjung Priok will hand Single TID. Their (trucks) data will be central under joint supervision of OP Priok, IPC Tanjung Priok, and APTRINDO (Truckers Association),” Capt Mugen said.
