In a significant move to shape Indonesia’s economic future, the Indonesian Chamber of Commerce and Industry (Kadin) unveiled its White Paper on the Direction of Development and Economic Policy for 2024-2029 during the 2024 National Leadership Meeting (Rapimnas) in Jakarta.
Arsjad Rasjid, Chairman of Kadin, expressed his optimism regarding the White Paper’s role in steering the nation toward its economic goals. He emphasized the importance of cooperation between the government and the business community to achieve the targeted 8% economic growth. “I hope that the entire community can welcome the launch of the White Paper as a guiding framework for the country’s development and economic policy from 2024 to 2029,” said Arsjad.
The document serves as a strategic guide for aligning government initiatives with the needs of the business sector. Kadin positions itself as an enabler, bridging the gap between the two to foster a cohesive approach to economic progress. The White Paper is designed to complement the Astacita program, launched by President Prabowo Subianto and Vice President Gibran Rakabuming Raka, providing concrete recommendations for industrial development, digitalization, and other key economic sectors.
Arsjad highlighted that the White Paper offers specific implementation strategies for advancing critical policies that will shape Indonesia’s future growth. “This White Paper will serve as a valuable reference in formulating concrete economic policies, especially in sectors like industrial development and digitalization, where detailed implementation is still needed,” he added.

Kadin’s Deputy Chairperson for Communication and Informatics, Firlie Ganinduto, emphasized the importance of maintaining harmony across Kadin’s organizational structure and programs, from national to regional levels. “With the launch of the White Paper, Kadin remains committed to supporting the government in achieving the 8% growth target and enhancing the business sector’s overall impact,” Firlie said.
In line with its ambitious goals, Kadin has set a target of 1 million members by 2026, aiming to strengthen its presence and influence across Indonesia’s business landscape.
The White Paper is not just a vision but a concrete action plan for Indonesia’s economic future. It translates President Prabowo Subianto’s Astacita vision into seven key growth areas, each representing a critical part of the country’s long-term economic success.
These areas include: infrastructure improvement; health resilience; energy resilience; growth of micro, small, and medium enterprises (MSMEs); manufacturing sector development; promotion of green businesses; and food security.
The White Paper was shaped through extensive consultation, including a survey of 1,618 respondents from Kadin’s national and regional administrators, as well as 48 Focus Group Discussions (FGDs) with over 180 central Kadin administrators and 125 Extraordinary Kadin Members.
Strategic Alignment with Government Programs

Looking ahead, Kadin plans to align its 2025 Work Program with government initiatives, reinforcing its commitment to fostering an environment conducive to growth and sustainability. The focus will include: a membership expansion program aiming for 1 million members; increased regional investment and legal advocacy to support business owners; and initiatives to strengthen cybersecurity and enhance human resource capacities to improve the business ecosystem.
With these comprehensive strategies in place, Kadin aims to play a central role in Indonesia’s ambitious economic journey, working closely with the government to turn the 8% economic growth target into a reality.
