Logistics Players Urge Reduction in JTCC Toll Tariffs

Logistics stakeholders are urging the government and toll operators to review the high tariffs on the Cibitung-Cilincing Toll Road (JTCC), arguing that current fees are deterring its use by the logistics sector.

The JTCC, part of the Jakarta Outer Ring Road (JORR) 2, is vital for enhancing the efficiency of Indonesia’s logistics network. However, its high cost remains a significant barrier for businesses. The toll road plays a crucial role in connecting Indonesia’s leading port, Tanjung Priok, with key industrial centers across the country.

Sugi Purnoto, Senior Consultant at Supply Chain Indonesia (SCI), emphasized that the steep toll rates are making the road less attractive to logistics companies. He pointed out that current tolls on the Cibitung-Cilincing route are up to 50% higher than those on nearby roads, such as the Jakarta-Cikampek (Japek) toll road or even arterial roads.

“The JTCC toll rates are prohibitively high for many logistics operators. This discourages businesses from fully utilizing the road, hampering national logistics efficiency,” said Sugi in Jakarta on Friday (6/12).

Sugi believes that reducing the toll rates to align with the JORR 2 or cutting them by 60% would significantly encourage more logistics companies to use the route. He argues that such a reduction could boost logistics efficiency by as much as 50%, benefitting both the industry and the government.

The Strategic Role of the JTCC in Logistics

Despite the high tolls, the JTCC remains a vital link for logistics operators, offering faster access to key port areas. The road has long been anticipated for its potential to reduce travel times, lower operational costs, and minimize accident risks in freight transport.

However, due to the expensive tariffs, many logistics companies opt for alternative routes, using the JTCC only in emergencies. As a result, the road’s full potential to enhance logistics efficiency is not being realized.

SCI is calling for an open dialogue between the government, toll operators, and logistics players to address the tariff issue and find a mutually beneficial solution. Lowering the toll rates could lead to increased road usage, boosting toll revenues while improving national logistics performance. “We all share the same goal: to support efficient and seamless logistics operations. We are ready to engage in discussions with all stakeholders to find the best way forward,” Sugi said.
