TPK Koja Eyes Market from Optimizing Transshipment Potencies

TPK Koja, the third biggest contributor to Tanjung Priok Port in export import cargoes continues to do innovation and create some added values, thus attracting more customers, including shipping lines and cargo owners to come, including in doing transhipment.

According to data, in 2023, TPK Koja throughput reached 966,100 TEUs, a 7.81% increase yoy, from 896,132 TEUs in 2022. TPK Koja led the growth for total Tanjung Priok throughput in 2023, then followed by MAL (7.05%) and JICT (5.79%). The two other international terminals NPTC1 and Terminal 3 even experienced a drop by -13.76% and -6.78%, respectively.

TPK Koja also exceeded the yearly target (RKAP) of 2023 which was set up at 936,305 TEUs, or 3.28% over target.

Of the total throughput, oceangoing (international) trade was dominating, reaching 955.232 TEUs, increasing 8.82% yoy, from 877,786 TUEs in 2022. The oceangoing throughput also exceeded the target which was set up at 909,931 TUEs, or 4.98% over target.

Inter-island throughput, meanwhile, was down significantly and was far lower than the target. Data shows the inter-island throughput was only 10,868 TEUs, down 40.76% yoy, from 18,346 TEUs in 2022 and lower 58.79% than the target of 26,374 TEUs.

Such increasing throughput has made TPK Koja to enjoy 4.78% revenue increase, from Rp 1.54 trillion (1,548,351 million) in 2022 to 1.62 trillion (1,622,335 million) in 2023.

Added Values Through Innovation, Facility Investment

This year (2024), TPK Koja targets to maintain its positive growth, in which one of the key step is to optimize the transshipment cargoes (containers). “We all know that the transshipment cargoes have not been optimum yet at this port due to some bottlenecks. We (TPK Koja and Pelindo) will tie up cooperation with any parties, including with regulators (customs and KSOP) and customers to unlock any bottlenecks in the transshipment process of cargoes at Tanjung Priok,” said Indra.

“Unlocking these bottlenecks will create a lot of added values to our customers, thus attracting them to come. And this will support to realize our target this year and the years to come,” he said.

TPK Koja targets to handle throughput of 949,050 TEUs and net profit of Rp 228.5 billion.  “The throughput target is higher than the RKAP 2023 which was set up at 936,305 TEUs. The net profit, meanwhile, is expected to be higher than the unaudited net profit in 2023 which reached more than Rp 182 billion,” Indra explained.

Indra explained that any efforts in increasing operational efficiency, improving service quality, and success in implementing various new technology had helped TPK Koja to reach such achievements. TPK Koja further plans to continue investing in technology and infrastructure to further improve the quality of their services in the future.

TPK Koja will procure three Super Post Panamax QCC (quay container crane) and four RTGs (Rubber Tyred Gantry Cranes) that will be delivered in the next two years.

Still Challenges for Transshipment

But, TPK Koja will face some acute bottlenecks in optimizing the transshipment cargoes. The bottlenecks come from many factors, including regulations (customs regulations), port operation that does not support an easy transshipment process, and also cost.

Meratus Chief Trade Officer Budi Muljono Rachman told to the discussion and media gathering some key bottlenecks that why Tanjung Priok cannot optimally act as transhipment (hub) port. He said the challenges from customs procedure. “The customs bottlenecks include document of compliance is quite extensive and manual, long processing time, and expensive costs,” he said.

Meanwhile, the berthing process at the terminal is also not attractive for shipping lines and cargo owners. “Let say domestic vessel must berth directly at international terminal, in which it is more costly & cargo volume is small number,” Budi explained.

Better transhipment process, according to Budi will encourage more MLO vessels call to Jakarta (TPK Koja), efficient transport connections, and more manageable MLO costs and optimal operations.

“More MLO calls will, of course, encourage higher throughput, while a more efficient transport connections will benefits cargo owner with a lower freight,” said Budi.

In addition, Budi also suggests Tanjung Priok to build up better connection with surrounding ports potential as feeder and continue to build infrastructure as hub. These factors, he said, will support Tanjung Priok to act a transhipment port, both of export and import.

“These will support an easier transshipment process of export, while on the same time it will support to import cargo spread out directly from Jakarta to spoke ports,” he said.

In view of those bottlenecks and the benefits it will create from a better transshipment process, Budi concludes some steps that should be taken. First, ITT (Inter Terminal Transfer) Refinement, from/to Domestic to/from International Terminal; second set up transshipment status tariff; third, Simple & Flexible for Custom Process Approval.

In addition Budi also suggest to not allowing double berthing except for special ports , minimum export import cargo of 75% for example, and disincentives for vessel which still doing double berthing.
