Tanjung Priok Stakeholders Sign Strategic Deal to Prevent Gridlock Recurrence

In a decisive step toward eliminating recurring traffic jams that have long plagued Indonesia’s busiest seaport, key stakeholders at Tanjung Priok Port have signed a joint agreement aimed at strengthening operational synergy and ensuring the smooth flow of logistics.

The agreement, formalized on Thursday, May 22, 2025, brings together PT Pelabuhan Indonesia (Pelindo) Regional 2 Tanjung Priok, the Tanjung Priok Harbormaster and Port Authority (KSOP), and all container terminal operators operating in the port area.

It marks a significant strategic move to enhance coordination and improve port performance following recent traffic gridlock in mid-April that disrupted logistics and cargo operations.

Yandri Trisaputra, Acting Executive General Manager of PT Pelindo Regional 2 Tanjung Priok, stressed that the initiative goes beyond merely reacting to the latest incident.

“This joint agreement is not just a response to last month’s traffic jam.  It’s a strategic step to reinforce institutional coordination and prevent similar disruptions in the future,” he told media after the agreement assignment.

“Tanjung Priok is the nerve center of Indonesian logistics,” Yandri added. “We cannot afford repeated congestion that delays loading, unloading, and the distribution of goods. This agreement is about ensuring operational continuity and national economic resilience.”

A major factor behind the April congestion was the surge in cargo truck volume entering the port, overwhelming the existing traffic management infrastructure. The newly signed agreement seeks to address this through integrated measures that include better coordination between stakeholders, streamlined container terminal operations, and more effective control of vehicle flow.

Heru Sutanto, Head of the Tanjung Priok KSOP, echoed this commitment to change. Outlining key provisions of the agreement, Heru noted measures to monitor and control the Yard Occupancy Ratio (YOR), optimize cargo receiving and delivery procedures, and enhance inter-agency communication in responding to traffic build-up.

“We’re working closely with the Jakarta Transportation Agency, the National Police Traffic Corps, the Indonesian Armed Forces (TNI), and local police units,” Heru said.

“This collaboration ensures that we can detect and address congestion threats in real time, keeping the port running efficiently,” he said further.

The agreement signals a new chapter for Tanjung Priok Port, long seen as the gateway to Indonesia’s trade and commerce. With enhanced cooperation among public and private sector stakeholders, the port is poised to maintain its pivotal role in driving the national economy—without being hindered by the chronic challenge of congestion.
