Indonesia’s state-owned container terminal operator IPC Terminal Petikemas (IPC TPK) on Friday, December 12, 2025, inaugurated a new HICO X-ray scanner at Jakarta’s Tanjung Priok port, a move officials say will tighten cargo security, speed up inspections and strengthen transparency in the country’s logistics chain.
Finance Minister Purbaya Yudhi Sadewa, who led the ceremony at Terminal 3, said the technology marks a step forward in modernising customs procedures and reducing risks at Southeast Asia’s busiest port.
“The new scanner at Terminal 3 is equipped with a radiation portal monitor that can detect hazardous and radioactive materials without opening the container,” Purbaya said.
“The inspection is fast, accurate and safe. The impact is immediate: improved security, shorter clearance times and the elimination of violations.”
The system, jointly operated by Terminal 3 (TER3) and Terminal Mustika Alam Lestari (TMAL), underwent location assessments, construction, socialisation with stakeholders and a series of operational trials before being rolled out.

Its deployment is mandated under Finance Ministry Regulation No. 109/PMK.04/2020, which requires temporary storage operators to provide and maintain scanners in line with the characteristics of goods entering or leaving the country.
IPC TPK said the scanner will help customs authorities accelerate checks, enhance service transparency and strengthen early detection of smuggling attempts, while reducing manual intervention in cargo inspections. The company also expects the technology to support Indonesia’s efforts to meet international standards for secure and efficient port operations.
“IPC TPK fully supports the government’s push for fast, transparent and competent port services,” said Guna Mulyana, President Director of IPC TPK. “The implementation of this scanner shows our commitment to continuously upgrading our services and working with stakeholders to deliver a more reliable terminal that meets high standards.”
He added that the new system marks another step in aligning terminal operations with advances in technology and regulatory requirements.
By deploying the HICO scanner, IPC TPK underscores its role in supporting customs reform and strengthening the competitiveness of Indonesia’s national logistics ecosystem.
